This state introduces the minimum agentic harness artifacts for generated codebases without changing runtime behavior from state `002`.

Primary intent:

*   make generated outputs immediately usable with coding agents,
*   keep generated repositories clean and approachable,
*   define contribution boundaries for generated snapshots,
*   establish a contract that later states inherit.
