This pack defines the next state after `008-pricing-awareness-market-data`.

Primary intent:

*   add order management and matcher behavior as a functional track extension,
*   preserve inherited pricing capabilities from state `008` and observability capabilities from state `007`,
*   extend observability with order-specific metrics and dashboards,
*   capture explicit requirement deltas for this transition,
*   define architecture/runtime topology updates for this state,
*   keep generation fully spec-first,
*   publish a reproducible generated snapshot branch when implemented.
